You won't get a change of yoot attitude unless ALL their roll models come up with a concerted & coordinated programme declaring anti-social behaviour is for faggots (see my street-cred there? I even knows wha' dey eat an' t'ing).
But of course it won't happen because getting a reaction/attention seems to big a big hang-over from the behaviour of very young children/babies, getting a reaction gives you "status" among da brothers and, most of all such behaviour sells media - both news & entertainment.
And if you want to widen the blame circus menu list further, you only have to look at the example the elected politicians set the country to see where many get their inspiration/irritation.

I have tried and tried at so many different places and I just can't seem to find those baseball caps with the peaks on the side or at the back. The only ones I can find have the peak at the front!
I even asked a yoot once where he got his but I don't think he understood the question!!

Oh, you mean the YOOT. Ah, yes. Many's the time I've reflected upon how enriched my life is by these large young people with their hoods and comically outsize baseball hats, limping down the aisle of the bus, screaming "FUCK YOU PUSSY MAN" at the driver, or settling down to play their delightful folk tunes out loud on their mobile phones. How considerate that they want us to feel the full effect of their vibrant presence.

As I've said further down, it's very simply administered on bus routes in London [the process of letting someone off their fare]... drivers have pre-printed little cards which they have to fill in loads of information, they then fill one in for each person and they give half the card to the individual who can't pay and keep half themselves which they hand in at end of their shift.
Since the introduction of bendys loads of people now try it on with bus drivers, even now the bendys have been taken out of service. They go up and make some sort of excuse and then the drivers don't want the aggro and write out the card thus holding up the entire bus. Also, as I said earlier, I've seen them write these out for women in their twenties in rush hour - who are clearly meeting their mates to go raving... drivers just don't want to argue with anyone they think will kick off and start screaming and shouting.
But if you or I got on they'd say nothing as we don't look like we'll call MAN DEM if they don't let us on for free.

I remember at 14 years old, leg in full plaster, on crutches, went to get on bus but didn't have ID to prove I was a child and didn't have enough to pay adult fare so the cunt left me standing there in the rain until some old bloke told him he was a disgrace. Some proper jobsworths in this world. I remember a mate tryinG to pay on the bus late at night but the driver wouldn't let him on without him getting a prepaid ticket from a machine that was broken.

It'll be like the bible or Koran - jam packed full of sections the company can pull out to make itself look good, whatever the situation.
I've often been involved in writing sets of rules for companies; it generally starts off very clear (say they want to sack somebody for being a disruptive, insolent cunt who's activities cost the company more money than they bring in).
By the time the legal, HR, unions, and corporate image people have had their say the general sentiment gets watered down to "Can't sack them for absolutely anything except somebody reporting that they think they heard them mutter what ever word is least acceptable in the media this week."
