I think that the slopes are simply following the basic western economic model:

Produce stuff people want that you can sell to them and make a profit.

If, in doing so, people/the environment get adversely affected, produce a cure that you can also sell to them and make even more profit.

I partly agree with the first part of your post.

The second part of your post is naïve at best. They have placed economic activity at the forefront of importance and cared not a jot about pollution.

The good news is that once they learn to be more efficient producers the environment will actually clean up quite quickly.

Their plan is highly capital intensive mass automatisation and shifting to a domestic market led model. That can’t be done by poisoning their environment, and being the serious players they are, the Tiddlies will have factored the sustainable energy aspect into their planning.

Pickle, I actually agree with you.

However, some production will move out of China for economic and political reasons anyway, but it won't be to Africa, or its unlikely to be Africa, there are more productive, low labour cost countries that are more favourable.

People who claim China is about to move one unit of production to Africa either have absolutely no understanding of the Chinese model or, more likely, are simply taking advantage of your ignorance and desire buy the bullshit.

I was wrong about the pace of Chinese carbon emissions reduction, but I am not wrong about their policy direction. Let’s be clear on this - moving production anywhere out of China is not part of their plan.

Of course, it made sense to expend enormous amounts of energy destroying productive capacity, and all of the factories, warehouses and infrastructure associated with this to outsource production to the other side of the world because labour costs were cheaper.

Putting aside the trauma caused by the loss of jobs for one.

Production in the west was becoming cleaner and more energy efficient so we transferred production to a country that was using coal as the majority of its energy source.

Are we now going to do this again?
