Detroit is shit, but in no way can it be considered 3rd world - much like the places in the UK you've never been to but found a message board saying 'its a shit hole'.

Paris,Frankfurt,Rome are all 3rd world shitholes in my recent experience 
London has its problems with crime but nothing like most other cities
The three l named have I've seen with my own eyes numerous migrants jacking up openly in the street

I abhor this government we have in the UK but as a point of clarity, the towns you mentioned haven't turned into festering shitholes since last July. The Tories oversaw the collapse of these places for 14 years. And I know for an absolute FACT that Luton is the same now as it was in the early 00's.
