There's nothing preventing people giving (even) more money to the taxman through voluntary contributions, and, surprise of all surprises, if absolutely nobody else agrees with them, they can still do so, regardless.

No need to invoke an administrative cost in the form of a civil service (department) to offer that help.

Why would and why should anyone contribute more than they legally have to? As has been said, money is being spunked on so many things that go against the interests of the British people. Don't blame anybody for doing cash jobs on the side and not declaring it.
