PSR is definitely a convenient smokescreen for the Board to hide behind. It suits them as they can argue it is an external constraint to hide behind claiming that their hands are tied. The Board are still able to make loans to the club as long as they are shown at fair market value in the accounts. It is their decision whether they choose to do so or not
