"I'd imagine that there's some kind of list of allowable crimes they can be guilty of but remain as an owner (money laundering, killing of miners, killing of journalists etc would be ok). But given that this would be a civil case I doubt that'd count for anything."

The UK has no general statute of limitations for criminal offences except for minor offences tried in the lower courts.

I think they would have to be re-looked at as a 'fit and proper' owner.

Let's say the charge would have been criminal if it had been filed in time. But now statue of limitations or whatever its called has meant that the 'victim's' only recourse is through Civil courts.

"What would be the “charge”? The burden of proof outside of a criminal court is “on the balance of probabilities” as opposed to “beyond all reasonable doubt”, hence why only criminal charges are brought before criminal courts."
