It doesn’t mean the case will be “closed” per se - just that, unless certain procedural stages are followed, they have to go back and jump through various hoops again if significant new evidence arises. So, upon advice from German police/investigations, the Portuguese have listed him as a “named suspect” due to his bar-room confession, location at the time etc (and most likely some other verbal evidence that can’t be disclosed). But that won’t be enough. They’ll need more. It’s an odd system in Portugal, as everybody now knows because of this case."

His status as an official suspect must be restricted timewise too. With no physical evidence he was at the crime scene they'll be relying on getting a confession out of him I suppose.
