Historically, there were very few cable tunnels eastwards out of London on account of the River Lea and the soil around it being generally unstable. When I left BT over 30 years ago, they had just started, as part of their estate rationalisation strategy, decentralising their international switches and I don't believe that there are any now left in central London. This means that whatever is carried on (the now fibre optic) cables that run past the site of the old royal mint don't carry a great deal of, if any, traffic to & from the City,

I believe that the argument from the UK security forces is that it will mean everybody associated with China & it's embassy will be in one place and easy to monitor (they won't, and it won't).
