Given those results any CEO with integrity would resign

None of those objectives will be met without the club being recapitalised via a share issue of additional share capital
Lets say £1bn which means Sullivan would take up £388m & the other shareholders their proportion 
Any shareholder unable or unwilling to do so should  sell up
In fact Sullivan who has mismanaged the club appallingly should sell up. As should the others who are just passive investors who add no expertise or gain to the club operationally
