Why would the bomb have to be smuggled through US Customs? A small nuke, on a cargo ship, parked up in a major city harbour, detonated before any Customs inspection, would be devastating.

Just to clear things up a bit, any foreign flagged ship can't just rock up into a harbour and park up alongside, firstly they have to fly a Q flag which is a yellow flag signifying that the ship is free from contagion, it also signifies a request for customs to come on board, this is usually but not always done in a roadstead outside of the destination port, of course this doesn't mean a nuclear device would be found, not at all but the authorities do know where the ship was embarked and any intermediate stops that were made and anything out of the ordinary would entail a deeper search or if need be, clearance to enter port could be denied. HTH
