The lede comes from the lead paragraph, not the third. So yes burying something in the third that is deemed critical in other stories, when a word or two would change it, is bad journalism. You have not answered why it is important in the headline and lead of the other stories."

It is also reporting the PM's first words on the incident. If it were an attempt to bury important information it is a poor attempt. You seem to define poor journalism as any story written in a way other than to your liking."

The line is the attack took place and its consequences. That it was IS-inspired is clearly important too and is introduced very early in the story. There have been cases when it appears the motives behind attacks (mostly Islamic-inspired) have been suspiciously played down but I don't see this as a case of that.
