I take your point about Government being one institution among many but one shouldn't downplay the power it does have to bring about change. It has the numbers to effect change but it seems to me it is lacking either competency or conviction. Never mind a domestic immigration policy, we have seen in the past strong governments take us to war, possibly illegally and against vast swathes of public opinion. It could do so because it had both the numbers and control of the other institutes of government (note small g) in the way that was necessary to take such drastic action.
