It's hard to tell what happened at the lake. The six year old just ran off in excitement then the others went to help him. The one that is a failure of parenting was the 12 year old that got killed whilst riding e scooter to school. One of the ones you hire. So someone with a driving licence and debit card hired it for him and one report sounded like he did that journey regularly. Parents calling for e scooters to be banned. Really sad for them but person who hired it was responsible and should be in prison
