I think it's a stunt to be honest, lots of strings attached. I think he has to get 1 million self driving taxis on the road to achieve it?
But for the bigger picture, individuals and corporations are approaching the point of having more wealth and assets than small/3rd world nations, so I expect the world will be carved up on non geographic lines in the future. Private armies, subscriptions replacing taxes, agm's replacing parliaments etc. Workhouses.

And thatcher for privatising everything
