If the BBC truely believes they offer an outstanding service they should back that up by opening it up to subscription. If its that good,people will gobble it up. Comes to just shy of £15 per month, many people are paying almost a score for netflix so there's the encouragement for them. This wont happen of course as taking the license away slows that gravy train right down.
The TV licence was initially introduced as a stealth census. The argument was that every man and his dog would want a TV set for the new service, so this was a great way of putting names to addresses. The "fee" was simply a disguise for the real purpose, as the government would have funded the nascent BBC anyway.
At the time of introduction, it would be almost 100% breadwinner/head of the household (i.e. a MAN) who would apply for the licence ar the Post Office.
I did a month on the TV detector vans as part of my apprenticeship. TV detector man during the week, installer of (illegal) on-shore pirate radio transmitters all over London at the weekend.
