Absolutely not. The perpetuators are guilty of statutory rape and procuring for prostitution. I very much doubt any court will consider any economic or social mitigating circumstances when sentencing with the utmost severity.

However, when it comes to protecting those underage working class victims properly, the place to start is their economic and social circumstances. This ought to be perfectly obvious. 

It's absolutely not a factor, if it was it would be far more wide spread outside of the Pakistanis. Why aren't other racial groups heavily involved in child prostitution? I listed several other Muslims groups earlier in the thread, who to my knowledge are not actively involved in child exploitation. 

These crimes are mostly limited to Pakistani Muslims, many of whom are involved in criminality or own small businesses themselves.
